English Councils Intend to Sell Off Community Hubs and Leisure Facilities to Manage Finances

Based on a recent survey of local authorities, UK councils are planning to sell community centers, sports centres, and shopping arcades as they rely on a fire sale of properties to stabilize finances.

Increasing Fiscal Challenges Prompt Asset Sales

A coalition of councils for second-tier cities in England stated that six out of ten of councils are planning to sell assets to cover the rising costs of social services for vulnerable individuals.

Local governments have previously come under fire for selling playing fields and land to shore up their budgets, but they contend they must continue to raise vital cash from property disposals or declare themselves bankrupt.

The group noted that a high proportion of authorities attempting to generate funds from a quick sale of holdings marked “a distinct shift from 2024, when the majority (six in ten) of local leaders said they would focus on restructuring services and using financial reserves to weather growing fiscal pressures.”

Detailed Examples of Proposed Disposals

Medway Council in Kent announced its asset disposal plan included the sale of a retail complex in Rainham and a social club in Rochester to generate 20 million pounds over five years.

  • Gillingham golf club and commercial properties owned in two English counties, which all generate rent for Medway council, will additionally be sold under the strategy.

Local Levy Increases and Broader Fiscal Strains

This research of local authorities in the coalition, which includes several urban centers, further found that more than 70% of authorities will need to raise local levies next April to cover the rising cost of essential services, higher levels of homelessness, and a persistent accommodation deficit.

Medway council said it will proceed with asset sales after sharp increases in the cost of youth support, support for vulnerable learners, elderly and disability services, and temporary accommodation.

“We are adopting innovative approaches but certain measures take time to deliver both better provisions and cost efficiency,” stated Vince Maple.

He added: “We face demographic pressures which will continue to add to the pressures we have. As a unitary authority, we had a 91% cut in our central funding from 2010-24, which is extremely difficult.”

Countrywide Patterns and Forecasts

A survey of county councils this week further found local finances being strained by the growing number of young people and adults requiring Send support.

A network of councils projected that council deficits will reach £4.4bn a year by 2029, as they grapple to cope with rising needs.

Ministers have delayed scheduled changes to the Send system until the coming year after a policy document outlining those changes was recently delayed.

Disadvantage and Funding Gaps

According to the most recent deprivation measures (the Index of Multiple Deprivation) covering English councils, several key cities members were included in the most disadvantaged in the country.

  • “Participating urban centers like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton rank in the most deprived 30 across the country under the 2025 IMD measures,” said the study.

“Although only a single urban area is in the ten most deprived for deprived neighbourhoods countrywide, urban areas are much more prone to be in the most deprived fifth of England. The figures underscores the scale of challenges confronting local leaders across major urban centers in the next twelve months,” the report concluded.

“Local government leaders have been clear about the need for a equitable and lasting funding system that reflects and responds to the actual extent of deprivation and need,” said Michael Mordey.

“Without this, local authorities will persist to face difficult decisions around which vital provisions to allocate spend to, and which to cut, to the disadvantage of their communities.”

One in five of councils have cut or compromised social care provision in the past 12 months, the survey revealed.
